For Canadians traveling to Europe, what is the best place (i.e. best value) to shop for clothes/watches, in France, Andorra, or Spain?

probably Andorra as it is a Tax Free haven, however, North Americans can claim VAT back on departure anyway can%26#39;t they?? If so, it may not make much differenct to you!
